Upbringing work, which is carried out outside the audience of the higher education school, ensures the actualization of students’ theoretical knowledge, directs them to the practical plane, draws the attention of young people to the most acute social problems of our time, and shapes their social activity. The scientific, theoretical and methodological foundations of national education are embodied in the Concept of the upbringing of children and young people  in the national education system, approved by the Ministry of Education in 1996, which has become a practical document for organizing upbringing work in educational institutions of all levels. However, the dynamic changes of the society require constant improvement of the system of upbringing work and the approximation of its forms and methods to the requirements of our time. Considering modernity as an era of the creative personality development, we must search for new pedagogical technologies that would contribute to the creation of an environment that develops, educates and rises. The formation of a creative personality by development of the organizational – upbringing, cultural – educational work among students in the new national model of higher education has become possible in connection with the revival of the nation, the development of national identity, democratization and humanization of society, and deepening people’s self-government.

In accordance with the Concept, the main purpose of upbringing should be the acquisition by the young generation of social experience, the inheritance of the spiritual acquisitions of the Ukrainian people, the achievement of a high culture of interethnic relations, the formation features of a citizen of Ukraine, spirituality, artistic, aesthetic, civil, ecological, value logical, gender culture regardless of nationality.

In 1950, the Council of Europe adopted the European Convention on the Protection of Human Rights and Fundamental Freedoms. This is the first international legal document on the European continent that contains a list of basic civil and political human rights, a system for monitoring their implementation within each member country of the Council of Europe. By ratifying this document, Ukraine discovered the mechanisms for protecting human rights, reaffirmed its determination to adhere to the commitments made upon entry into the Council of Europe.

BASIC DIRECTIONS OF UPBRINGING WORK

1. National-patriotic upbringing

The formation of patriotic feelings, the formation of the features of a citizen of Ukraine, the study of military traditions and the heroic pages of the history of the Ukrainian people, the formation of national consciousness and the human dignity, love for one’s homeland, family, readiness to defend one’s homeland, adhere to linguistic culture.

The development of our state, whose independence was proclaimed by the Supreme Council of Ukraine on state sovereignty of Ukraine on July 16, 1990 and the Act of Declaration of Independence of Ukraine (August 24, 1991) and confirmed by the results of the All-Ukrainian referendum on December 1, 1991, poses an extremely important and urgent task to higher education institutions – the upbringing of a true citizen and patriot of his native land.

2. Civil upbringing

The main task of instilling respect for the Constitution of Ukraine, its state symbols, knowledge and enforcement of laws, education and preparation of students for life and work in a legal democratic state.

Citizens who love their people, are ready to selflessly defend and develop their homeland, have human dignity, national identity, humanistic morality, know their rights and freedoms and are able to uphold them, promote civil peace, harmony in society and adhere to laws, can strengthen a democratic state of law.

An important aspect of civil upbringing is the formation of modern ideas among students about the role of women in society, about gender equality and the need to improve the status of women. The urgent issue is the aggravation of the problem of illegal emigration of Ukrainian girls abroad. Representatives of the International Organization for Migration in Ukraine and law enforcement agencies testify that this is smuggling of women and girls who are subjected to cruel exploitation, including sexual exploitation.

In this regard, the essence of socio-civil assistance to a young man is to ensure the development of his creative personality, his sense of human dignity, understanding the role of legislation as a means of ensuring his legitimate interests, and it should occupy an appropriate place in the scientific and educational work in the higher education school.

3. Moral and aesthetic upbringing

Main tasks: Mastering the norms and rules of moral behavior, the formation of feelings and beliefs, the acquisition of skills of moral behavior, adequate behavior in the process of public relations.

Of course, the education of students, which in a few years will become the “core” of the Ukrainian intelligentsia, requires special attention. The future of our people depends on the meaning of the values that determine the guidelines of young people, on the extent to which spirituality will become the basis of their life.

The formation of the national intelligentsia, the enrichment and updating of the intellectual gene pool of the nation, the education of its spiritual elite is a task that is faced by higher education institutions at the same level as the training of highly qualified specialists. Achieving the goal of upbringing is possible only under the condition of an integrated approach and the involvement of the entire faculty of higher educational institutions, the administration, student self-government bodies and public associations of student youth.

4. Art and aesthetic upbringing.

The upbringing of youth aesthetic views and tastes are based on folk aesthetics and the best acquisitions of civilization. The acquisition of skills to independently increase the cultural and artistic values of the people, to feel and reproduce the beautiful in everyday life, to form a request for knowledge about traditional Ukrainian holidays, customs, folklore.

5. Intellectual and spiritual upbringing

The main tasks: The development of cognitive interest, creative activity, thinking, raising the need for independent acquisition of knowledge and willingness to apply knowledge and skills.

The scientific-theoretical and methodological foundations of national upbringing are presented in the Concept of raising children and youth in the national education system, approved by the Ministry of Education in 1996, which has become a practical document for organizing upbringing work in educational institutions of all levels. However, the dynamic changes that occur in society require continuous improvement of the upbringing work system and the approximation of forms and methods to the requirements of modernity. Considering modernity as an era of development of a creative personality, we must search for new pedagogical technologies that contributed to the creation of an environment that develops, educates and upbrings. The formation of a creative personality by strengthening organizational, upbringing, cultural and educational work among students in the new national model of higher education has become possible in connection with the revival of the nation, the development of national identity, democratization and humanization of society, and deepening people’s self-government.

6. Labor vocational upbringing.

The formation of a creative, hardworking personality, a skilled owner who owns the relevant skills and professional skills. The ability to independently use their own abilities in the production system, science, and education on the basis of modern knowledge about the market economy. Inoculation of love for the chosen profession.

7. Ecological upbringing.

The upbringing of the ecological culture of the individual, the feeling of being part of nature, the sense of responsibility for it as a national wealth. Upbringing of a conscious performer of norms of behavior in nature, readiness for ecological activities. Development of technical solutions aimed at the rational use of natural resources and the elimination of environmental pollution.

8. Physical upbringing and the adoption of a healthy lifestyle.

Adoption of a healthy lifestyle as an integral element of the general culture of the individual. The formation of her physical abilities, health promotion, harmonization of body and spirit. Ensuring the full development of youth, protecting and strengthening their physical, mental and spiritual health.

One of the biggest problems is the spread of drug addiction among young people and teenagers. As evidenced by operational information and social studies among adolescents and young people from 14 to 20 years, almost every third at least once used drugs. An increase in the number of drug users accordingly affects an increase in the number of crimes related to the illicit manufacture, acquisition, possession or sale of drugs. Equally worrisome are students’ heavy drinking and smoking. According to the results of the survey, most students, regardless of gender, have a positive attitude to both drinking alcohol and smoking. The situation that has developed indicates the rapid formation of a “narcotic” subculture among young people.

The spread of drug use among young people is closely related to the spread of HIV infection of AIDS. According to the World AIDS Health Organization in Ukraine, 1.8 million people may disappear before 2016. The incidence of other sexually transmitted diseases is growing significantly (in particular, about 330 people per 100 thousand people suffer from syphilis, compared with 9.7 in 1990)

Of concern is the state of reproductive health, which is an integral component of the health of the nation as a whole and is of strategic importance for the sustainable development of society. Recently, premarital sexual relations among students have become quite common and, in some cases, even the norm of behavior. Sexual experience among students who have just joined the higher education institution have 10-30%, and at the end of the first year of study is up to 90%. Indiscriminate sexual relations among young people create spiritual poverty. They contribute to the spread of sexually transmitted diseases, lead to numerous surgical interventions in connection with an unwanted pregnancy, and stimulate the use of alcohol and drugs. The result is a further destruction of the institution of the family, which is manifested in a decrease in the number of registered marriages, an increase in divorces, an increase in children’s disability, homelessness, and social orphanhood. The nation’s gene pool is suffering, the demographic crisis is deepening, almost threefold decline in fertility, and every third child is born with genetic defects. Overcoming these problems is one of the main tasks of the upbringing process, since a person, his life and health are the most important social values of the state, defined by the Constitution. In the higher education institution, it is necessary to create a system of psychological and pedagogical influence on the student’s personality in order to upbring him in the desire for a healthy lifestyle, parental responsibility, safe motherhood, and the ability to withstand antisocial phenomena. The introduction of general upbringing disciplines that instill a health culture and provide relevant knowledge should be considered a progressive step. In addition, the educational institution should create conditions and, in particular, provide the necessary economic base for the implementation of a healthy lifestyle and reduce the psychosocial maladaptation of students.
